Prime Minister Nguyen Tan Dung has:

Street vendors must obtain licences

... issued a decree on street vendors and other businesses that do not have to register for a business licence. These businesses include those run by independent individuals, including street vendors, small merchants, shoeshine boys, barbers and lottery sellers.

Under the decree, individuals are not allowed to run their business at historical, cultural or religious sites, State offices, diplomatic corps, international organisations, international border gates, airports, railway stations, bus stations, schools, hospitals and pavements.

The decree also aims to curb harassment of people to buy products, illegal advertising of products and services on public walls and with banners, posters and billboards, and littering.

Mekong region conferences to meet in Ha Noi

... approved the capital’s hosting of the third ACMECS (Ayeyawady-Chao Phraya-Mekong Economic Co-operation Strategy) and the fourth CLMV (Sub-regional Co-operation) Senior Officials’ Meetings in Ha Noi in late October.

Prime Minister Nguyen Tan Dung and foreign prime ministers will co-chair the two meetings.

ACMECS, established in November 2003, is an economic co-operation framework focusing on self-help and partnership to achieve sustainable development, including poverty reduction, in line with the UN Millennium Development Goals. Viet Nam joined the organisation, which had already included Cambodia, Laos, Myanmar and Thailand, in May 2004.

CLMV Sub-regions consist of four countries: Cambodia, Laos, Myanmar and Viet Nam. The major issues of CLMV Sub-regional co-operations include air transport liberalisation, co-operation and mutual assistance in various fields of civil aviation, development of a multilateral agreement on air transport, unification of policies, and the expansion of the sub-regional route network.

Viet Nam to join Brest sailor festival

... approved the country’s participation in the Brest International Festival Of Sailors in France next July.

The Prime Minister has required the northern city of Hai Phong to co-operate with the French Embassy, Ministries of Culture and Information, and Transport, and National Tourism Administration to work out detailed plans on participation at Brest 2008.

Ha Tinh University to be established

... approved the establishment of the Ha Tinh University in the central province of Ha Tinh, on the basis of merging and upgrading the three existing provincial colleges of Ha Tinh Teachers’ College, Ha Tinh Economic College and a branch of Vinh University.

The newly-established university will be directly managed by the provincial People’s Committee.
